Resume text frame is used for website designs that involve a jump or cut in the text, like sections of text, or an image implemented into the website.

Like resume text frame, text flow around graphics is used for cuts in the text, but more specifically for text to move around the graphic, rather than manually creating a space for it.
Paragraph text and the modifications you can make on it is very useful for creating a website if you don't have any tools that can assist you in the designing of one.
